Background The world is threatened by future pandemics. Vaccines can play a key role in preventing harm, but there will inevitably be shortages because there is no possibility of advance stockpiling. We therefore need some method of prioritising access. Main text This paper reports a critical interpretative review of the published literature that discusses ethical arguments used to justify how we could prioritise vaccine during an influenza pandemic. We found that the focus of the literature was often on proposing different (...) groups as priorities. Different reasons were often suggested as a means of justifying such priority groupings. We suggest that much of the literature, wrongly, assumes that we are able to plan priority groups prior to the time of a particular pandemic and development of a particular vaccine. We also point out the surprising absence of various issues from the literature. Conclusions The literature proposes a wide range of ways to prioritise vaccines, focusing on different groups and ‘principles’. Any plan to use pandemic vaccine must provide justifications for its prioritisation. The focus of this review was influenza pandemic vaccines, but lessons can be learnt for future allocations of coronavirus vaccine, if one becomes available. (shrink)

The emergence of the term ‘Plebanski’ as a topic trend in the scientific literature is studied as a significant communication event resulting from its use by authors to refer to the relevant aspects of Jerzy Plebanski scientific work in the area of mathematical physics. We searched the ‘Plebanski’ topic included in the titles, abstracts and key words of the papers registered in five databases: ADS/NASA, MathSciNet, SCOPUS, SPIRES and Web of Science. Our results clearly show the evolution of the JP’s (...) scientific work from a cited reference to a recognized term in the indexes of the published literature, then to a nodal concept in the scientific communication process and finally as an eponym in the Latin American scholar literature. For the students, while the numbers are up,… the problem that minorities face – and it is persistent – is that there is still too much of a patronizing air in the professional schools. And there's still too much of the notion that if you're here it must be because someone gave you a break and you're different and you really don't belong here. And indeed when my son went off to school four years ago… I really wanted to warn (...) him about the atmosphere that you see on all too many campuses, diat if you're black and walking on campus, that all too many people look at you and say, “You must be an affirmative action product,” whatever that means to them. “You're here only at our good grace.” And no one's looking at the individual. Thinking about it in retrospect, I guess, in some ways I enjoyed an advantage in being [the only black in my law school class]. It was a terrible disadvantage in a lot of ways, but, because I was the only black, the one thing I never faced was anyone ever challenging my intellectual capability. The way they brought this off was to say, “Well, you're different. You're black but you're not really black.” I think it's a lot worse now…. Professional schools are hard enough as it is, and to constantly have the pressure of what others are thinking about you and wondering whether you really belong, that really is a difficult burden. : This response to the preceding five articles highlights the stubborn persistence of the philosophical perplexities surrounding commodification in the realm of medicine and biotechnology.

Courts in the United States are finding that recipients can be bound by fine-print terms if they had notice of them. Without directly confronting the overarching normative question whether notice can cause contractual obligation, this Article takes notice seriously by focusing on how psychological characteristics of “HUMANs” suggest rethinking of when effective notice is likely to occur.

In these interviews from 1982 and 1985, I ask Beauvoir about her philosophical differences with Jean-Paul Sartre on the issues of voluntarism vs social conditioning and embodiment, individualism vs reciprocity, and ontology vs ethics. We also discuss her influence on Sartre's work, the problems with the current English translation of The Second Sex, her analyses of motherhood and feminist concepts of woman-identity, and her own experience of sexism.

We hypothesize that black women experience accelerated biological aging in response to repeated or prolonged adaptation to subjective and objective stressors. Drawing on stress physiology and ethnographic, social science, and public health literature, we lay out the rationale for this hypothesis. We also perform a first population-based test of its plausibility, focusing on telomere length, a biomeasure of aging that may be shortened by stressors. Analyzing data from the Study of Women’s Health Across the Nation (SWAN), we estimate that at (...) ages 49–55, black women are 7.5 years biologically “older” than white women. Indicators of perceived stress and poverty account for 27% of this difference. Data limitations preclude assessing objective stressors and also result in imprecise estimates, limiting our ability to draw firm inferences. Further investigation of black-white differences in telomere length using large-population-based samples of broad age range and with detailed measures of environmental stressors is merited. (shrink)

Various aspects of the concepts of privacy and confidentiality are discussed in relation to health care information in primary health care settings. In addition, findings are presented from patient and nurse practitioner focus groups held to elicit concerns that these two groups have in relation to privacy and confidentiality in their respective primary care settings. The focus groups were held prior to the implementation of the Health Insurance Portability and Accessibility Act in the USA. BackgroundThe use of genetic test results in risk-rated insurance is a significant concern internationally, with many countries banning or restricting the use of genetic test results in underwriting. In Australia, life insurers’ use of genetic test results is legal and self-regulated by the insurance industry (Financial Services Council (FSC)). In 2018, an Australian Parliamentary Inquiry recommended that insurers’ use of genetic test results in underwriting should be prohibited. In 2019, the FSC introduced an industry self-regulated moratorium on the use of (...) genetic test results. In the absence of government oversight, it is critical that the impact, effectiveness and appropriateness of the moratorium is monitored. Here we describe the protocol of our government-funded research project, which will serve that critical function between 2020 and 2023.MethodsA realist evaluation framework was developed for the project, using a context-mechanism-outcome (CMO) approach, to systematically assess the impact of the moratorium for a range of stakeholders. Outcomes which need to be achieved for the moratorium to accomplish its intended aims were identified, and specific data collection measures methods were developed to gather the evidence from relevant stakeholder groups (consumers, health professionals, financial industry and genetic research community) to determine if aims are achieved. Results from each arm of the study will be analysed and published in peer-reviewed journals as they become available.DiscussionThe A-GLIMMER project will provide essential monitoring of the impact and effectiveness of the self-regulated insurance moratorium. On completion of the study (3 years) a Stakeholder Report will be compiled. The Stakeholder Report will synthesise the evidence gathered in each arm of the study and use the CMO framework to evaluate the extent to which each of the outcomes have been achieved, and make evidence-based recommendations to the Australian federal government, life insurance industry and other stakeholders. Margaret Fuller's name today often appears when the Transcendentalists in general are mentioned-we may hear of her in the course of writing on Emerson, or Bronson Alcott-but not nearly enough work about Margaret herself, her thought, and her remarkable childhood has been done in recent times.1 Interestingly enough, her name surfaces in connection with some theorizing done about same-sex relationships, but the great import of Fuller's editing of "The Dial," a periodical of the time, her authoring of Woman (...) in the Nineteenth Century, and her life of adventure and rebellion has seldom been articulated.2A virtual child prodigy, Margaret Fuller was educated at home in a way reminiscent of the sort of education given to .. Women have achieved lasting social change since the Sixties, but not because of Feminist politics. The vast majority of women have been empowered instead by popular culture, which gave them vital economic power and political significance as consumers. Factors like the marginalization of men under Margaret Thatcher, and Tony Blair's making government part of popular culture, combined to make women the dominant political force in our society. Yet by the very nature of the popular culture that empowered them - (...) trivial, emotional and irrational - women have brought about change in crucial aspects of our society which now threaten the democratic system itself. Recent moral philosophy emphasizes both the particularity of ethical contexts and the complexity of human character, but the usual abstract examples make it difficult to communicate to students the importance of this particularity and complexity. Extended study of a literary text in ethics classes can help overcome this obstacle and enrich our students’ understanding and practice of mature ethical reflection. Jane Austen’s Persuasion is an ideal text for this kind of effort. Persuasion augments the resources for ethical reflection that (...) students bring to our courses, provides a multitude of fecund examples to inspire discussion, and introduces philosophical points of its own. I explain specific ways to integrate this novel into courses and why some approaches work better than others, and I highlight themes for three different levels of study: reflection on particular virtues and vices, illustration of broader ethical issues, and discussion of virtues that the philosophical literature neglects. In each case, I discuss a particular example in detail: the question of whether or not pride can be a virtue, the varieties of friendship and their relation to virtue, and the virtue of proper persuadability. These examples suggest ways in which ethics teachers might explore the resources of other literary works towards similar ends. (shrink)

Jacqueline Broad's book possesses many virtues: it has the finely-tuned style of the careful historian, while at the same time not failing to demonstrate acquaintance with a range of contemporary feminist commentary. Part of the problem in addressing women thinkers of the past is another version of what we are now tempted to call the essentialism problem: does it make sense to think that there is a style that might be demarcated as "feminine," or that might, in some way, pertain uniquely to women theorists? These are difficult issues, but a partial response to the question is to try to remember that it is not for no reason that women thinkers have, indeed, been left out of the canon. As Broad herself says, women philosophers "are now mere footnotes to the standard historical-intellectual accounts of the early modern period" (p. 1).Broad does a superb job of navigating between the need to set out the plain tenets of the thinker's philosophy, and the desire to try to tie it into these larger questions. New work on women thinkers often makes the point that philosophical conceptual thought is where we find it, examples such as Simone de Beauvoir and the nineteenth century Black American writer Anna Julia Cooper assure us that there is ample room for the development of philosophy in literary works but as yet there has been no single unifying attempt to trace such projects among a variety of women novelists. This book articulates philosophical concerns in the work of five well known (...) twentieth century women writers, including writers of color. This historical study aims to refine understanding of the nature of nursing work. The study focuses on the 1880 crisis at Guy's Hospital in London to examine the nature and meaning of nursing work, particularly the concept of nursing work as many ‘little things.’ In this paper, an examination of Margaret Lonsdale's writing offers an original contribution to our understanding of the ways in which nursing work differs from medical practice. In this way, we use the late-nineteenth-century controversy at (...) Guy's Hospital as a prism through which to examine the contested nature of nursing work. Lonsdale's ideas are corroborated by examination of writings by nurse leaders Florence Nightingale and Eva Luckes. Luckes, in particular, elaborated what was meant by nursing as the performance of a thousand little things, which are specific to nursing work. While physicians had been performing much of what was considered to be nursing work, nurses developed some of these and other interventions into a unique body of work characterized by meticulous attention to significant details. Some implications regarding current nursing practice are discussed. (shrink)

My exploration of the nature of and importance of place will focus on two women: Jane Addams and Margaret Preston.1 As far as I know, Jane Addams never met Margaret Preston, who was Australia’s foremost woman painter between the two world wars, nor did they influence each other in any way. However, they partially overlap in time: Jane Addams 1860–1935, Margaret Preston 1875–1963. They also share similar approaches to the ties that bind us to (...) the countries in which we live and work. They both encouraged and contested the popular myths of homeland and worked to reform and redefine the meaning of nationalism. In their lives, they ran up against similar obstacles.
